NoC simulator Code

After a request from a Electrical and Computer Engineering researcher from Villanova University, I decided to publish the code of my Network on Chip simulator under GPL v2. To do that, I have written a quick documentation and a README explaining how to use the simulator and how to add new modules. I hope you enjoy it.
